To implement the "Environmental Protection Law of the People's Republic of China", "Law of the People's Republic of China on Prevention of Atmospheric Pollution" and the "State Council Action Plan for Prevention and Control of Atmospheric Pollution" (GF (2013) No. 37) to protect the environment, safeguard human health, and prevent and control air pollution. The approval of the "Limits and Measurement Methods for Light-duty Vehicle Pollutants (China's Fifth Stage)" is the national pollutant discharge standard, and is jointly issued by the Ministry of Supervision and the State Administration of Quality Supervision, Inspection and Quarantine.

This standard shall come into effect on the date of promulgation, that is, from the date of promulgation, a new vehicle type approval may be carried out in accordance with this standard. From January 1, 2018, all light vehicles sold and registered shall meet the requirements of this standard.

This standard is published by China Environmental Science Press. The standard content can be found on the website of the Ministry of Environmental Protection (bz.mep.gov.cn).

Since January 1, 2018, this standard has replaced the "Limits and Measurement Methods for Light-duty Vehicle Pollutants (China III, IV)" (GB18352.3-2005). However, prior to January 1, 2023, the relevant requirements of GB 18352.3-2005 were still implemented for the "in-use inspections" of the third and fourth stage light vehicles.

The newly released five national standards for the emission of motor vehicles have further increased emission control requirements. Among them, the nitrogen oxide emission limits are strictly 25% to 28%, the particulate emission limits are strictly 82%, and the new targets for pollution control are increased. . The five national standards apply to automobiles with a maximum total mass of less than 3.5 tons, including gasoline vehicles, diesel vehicles, gas fuel vehicles, dual-purpose fuel vehicles, hybrid vehicles, etc., and are applicable to the shaping, production, and sales of new vehicles. They do not involve already used vehicles. In use vehicles. It is reported that the emission control level of the National Five Standards is equivalent to the fifth phase of the light vehicle emission regulations being implemented in Europe.

Implementation of the five national standards will significantly reduce new vehicle emissions, and is expected to be implemented in five years to reduce emissions of 90,000 tons of nitrogen oxides, 20,000 tons of particulate matter; With the gradual listing of new cars, its environmental benefits will increase with the implementation of time and increase year by year. In addition, the simultaneous supply of high-quality fuel with the implementation of the country's five standards can drive a large number of in-use motor vehicles to reduce emissions. Each year, it can reduce nitrogen oxides by about 300,000 tons and particulate matter by about 30,000 tons.

The person in charge said that the light vehicle can be type-approved according to the new standard from the date of its issuance, and places with fuel supply conditions are encouraged to implement the new standard in advance. The full implementation date of the National Five Standard is January 1, 2018.

Beijing's landing point

The Beijing V-phase standard was immediately repealed

With the approval of the State Council, Beijing will implement the Beijing V-phase standard from February 1, 2013. The person in charge of the Ministry of Environmental Protection stated that due to technical reasons and fuel supply, the release of the National Five Standard was affected. Studies have shown that motor vehicles have become the main source of atmospheric pollutants in Beijing. In order to improve the urgent need for air quality in the region, Beijing has first formulated Beijing V-stage standards. At the same time, Beijing has solved the problem of supply of low-sulfur fuel, and has the conditions for the implementation of the fifth phase of the light-duty gasoline vehicle emission standards. After the release of the National Five Standard, Beijing's V-phase standards will be immediately repealed and the country's five standards will be implemented in advance.
