The road travel transport operators established according to law, urban public transport companies, and school bus operating units established in accordance with the regulations of the municipal, district, and county people's governments may provide school bus services.

It is understood that in the drafting process of the draft, the Municipal Education Bureau and the transportation department will discuss the actual situation of school bus safety management in the city. The Measures (Draft) do not stipulate that individual operators can provide school bus services.

Prohibit the provision of school bus service for non-brand vehicles

Schools and school bus service providers who are bringing their own school buses need to apply for school bus service qualifications. They should submit written applications and provide corresponding materials to the district and county educational administrative departments. The written application shall include the school to which the school bus is to be used, the person responsible for safety management, the driver of the school bus, and the related line of the school bus, the time of operation, the number of stops, the number of students, and the caretaker. After approval, the traffic department of the public security organ will issue school vehicle signs and endorses the types and number of school buses on the motor vehicle driving permit. For school buses purchased by the government, school bus service providers shall charge according to the school bus standards set by the price department, and may not be charged across months. Adhere to students willing to ride, prohibit arbitrary charges.
