The aim is to improve the level of renovation of used tires in China by 2015, including the retreading of truck tires. The rate has been increased to 25%, the renovation rate of giant engineering tires has been increased to 30%, and the retreading of passenger car tires has achieved zero breakthroughs. It has cultivated about 10 well-known enterprises for comprehensive utilization of used tires. Tire renovation rate is less than 5% It is understood that China's annual average rubber consumption accounts for 30% of the world's total rubber consumption. Each year, more than 70% of natural rubber and 40% of synthetic rubber required by the rubber product industry need to be imported. The contradiction between supply and demand is very prominent, and shortage of rubber resources is important. The impact of the development of the national economy has become increasingly apparent, with tires being the main rubber product. Relevant statistics show that in 2009 China's production of tire consumption rubber has accounted for about 70% of the country's total consumption of rubber resources, annual production of 233 million waste tires, weighing about 8.6 million tons, equivalent to about 3 million tons of rubber resources. However, in terms of comprehensive utilization of used tires, China has four major business segments: retreading and remanufacturing of used tires, production of reclaimed rubber from scrap tires, rubber powder and pyrolysis. There are currently 1,000 tire retreading companies, about 1,500 reclaimed rubber companies, and rubber. There are about 100 powder and pyrolysis companies, but the level is low. In 2009, China's tire refurbishment output was only 13 million, and the renovation rate was less than 5%, while the proportion of tires in developed countries was over 45%. The "Opinions" introduced this time aims to improve the comprehensive utilization of used tires and ease the contradiction between supply and demand. Focus on nurturing 10 companies According to the “Opinions†target, by 2015, the level of refurbishment of used tires in the country will be greatly improved. Among them, the retreading rate of heavy-duty tyres will be increased to 25%, the retreading rate of mega-engineering tyres will be increased to 30%, and the retreading of car tyres will achieve zero breakthrough. The environmental compliance rate of resource processing reaches 80%. The development of recycled rubber products will be stable, with an annual output of 3 million tons; the annual output of rubber powder will reach 1 million tons; the pyrolysis will reach 120,000 tons; and more than 10 well-known enterprises for the comprehensive utilization of used tires will be fostered. Among them, the key tasks include increasing tire retread rate, optimizing product structure, promoting wear limit standards, and solving the problem of serious shortage of retreadable tires. Promote the pre-vulcanized tire retreading technology, improve the number of refurbishments in a timely manner, and strengthen the wear limit control of tire use and testing. Optimize the product structure, increase the proportion of pre-cured tread retreading, and develop the refurbishment of all-steel tubeless, radial radial tires and engineering giant tires.
